Elena loves Stefan, but Damon is the one that breaks Stefan's hold on her and allows to make her own choices and own mistakes. We learn as people द्वारा making our own choices and mistakes, if we were all rapped up in cotton wool like Stefan does with Elena, we would go out in the world always depending on people and therefore making ourselves vulnerable. Damon allows Elena to break away from this vulnerability and makes her become her own person.

Damon is always pushing Elena to do things she's afraid of and in turn she does the same; this quote probably isn't that important, but when we look at it closely, we can see that Elena wants to push Damon; not in a bad sense, but she wants to break away this invisable force that stops anyone from getting too close to him. Elena does push it however, because her and Damon are very similar, therefore it's almost like they can read each other and know what the other person is about.
