Merri & Pip indeed are a lot of fun and a cheerful pair, but Frodo & Sam seem to have much more depth into them and their friendship in the telling, both in the book and the film - and why wouldn't there be, the story in the deepest is about their friendship. And anyway, there's something so beautiful and unique in Frodo & Sam, that it easily ranks higher than a rather regular funny fellows. ;) And it's not as if Frodo and Sam were all angsty all the time, the film and the book do show some light-hearted moments too. And there's a valid and essential reason why there is much less laughter to them and that's the burden Frodo bears with the Ring, which is essential to the portrayal of the unique beauty and depth of Frodo and Sam. "Tolkien depicts Frodo and Sam's friendship as a thing of exquisite beuty, even holiness."
