OK. I'm confused. Is Ted टॉंक्स a Muggle या a wizard?

OK. Well I just finished th Deathly Hallows again and it कहा that when Harry, Ron and Hermione were listening in on the conversation on the riverbank that he was on the run because he was on the सूची of muggle borns. That confuses me.
Ted टॉंक्स is a muggleborn wizard. In the last book he says that he heals Harry when he crashes and if that isn't enough for आप here's a quote directly from the 5th book: "Very clean, aren't they, these Muggles?" कहा the witch called Tonks, who was looking around the रसोई, रसोईघर with great interest. "My dad's Muggle-born and he's a right old slob. I suppose it varies, just as it does with wizards?"
Ted टॉंक्स was a muggle born wizard, why else would be running from a registration as a muggle born? If आप don't believe me, read this, it should tell आप everything:

As it states above, Ted was NOT a muggle. He was a muggleborn wizard.

... and I just noticed that this सवाल is two years old xD I feel like my response is sort of pointless now...
According to the Harry Potter CANON Wikia, Ted टॉंक्स was a muggle-born wizard that was to the much confusion to the readers, was several times called just a 'muggle'. However, usually, pureblooded wizards, even ones like Andromeda didn't go into the muggle world a whole lot. So, as an assumed, and proved fact द्वारा the 7th book, Ted टॉंक्स is at the least a muggleborn wizard in order to even meet Andromeda. ~Severe case of misunderstood identification.
