Why do some क्लब्स have the option of suggesting a new background image, while in other क्लब्स आप can only suggest आइकनों and banners?

I made a मंच suggesting possible backgrounds for the Bangel club, but then I noticed that I couldn't make the मतदान for it. Other क्लब्स have that option.

Why can आप suggest background तस्वीरें for the first but not the second?

No, there's definitely a lot और members needed for a background. The Bangel club has over 1000 but there's no background option. It probably is down to the numbers though.
