why can't we just create a club

What are आप talking about? Of course आप can create a club, if there isn't one already made for it.

On फैन्पॉप घर page there is a bar that is green and in the upper right (on my browser). It says "Start a new club".
If this was not what आप were asking, sorry.

फैन्पॉप doesn't allow new members to create क्लब्स instantly. आप have to wait a few months after creating your account before आप can start a new club. It's supposed to make the creation of duplicate या spam क्लब्स less likely.
