How to start a club banner election?

For most clubs, I see a "Suggest new: icon, banner", etc. at the चोटी, शीर्ष right of the homepage. But for this club I started, I don't see this option; it appears I can still अपलोड a banner myself. Is there a way to have a formal club election? All help is appreciated!

The screencap is kind of fuzzy so it's hard to see, but it says the club has 10 fans, right? Well, in order to hold a icon/banner election, a spot needs at least 11 fans. So आप can either recruit one और person to join, या आप can do it old school style (make the मतदान yourself and change the banner/icon yourself with the winning graphics).
