What does it mean when it says "The Best of..."? (more inside)

On the covers, when it says things like "Raw: The Best of 2009" या "Raw: The Best of 2010", does that truly mean the "best of", या is it all the episodes from that year? Like, every episode from 2009 या every episode from 2010?

I was thinking about getting this for a friend, considering it's his birthday soon, and I wondered if आप got all the episodes.
