Did Haymitch think all along that he could keep Katniss and Peeta alive द्वारा stressing the प्यार story?

I think so bec he wanted them to get sponsored with the प्यार story so if they have प्रायोजकों they could get supplies but i doubt he really thought both of thew would live. the story may have been just so they could last as long as they can.
