Gale and Beetee definitely designed the ship, but Gale didn't kill Prim on purpose. This is never explicitly stated, but it's common sense. Do आप really think he would purposely murder one of the people that means the most to the girl that he loves?!
No because he knew Katniss loved Prim and he never wanted to do that to her. He thought it was Capitol children and Prim managed to get in there somehow. Saying it was Gale's fault is like blaming आप for your dog escaping its leash and attacking a little girl. No I don't think he did it on purpose.
No. At the time, Gale was designing bombs with Beetee to destroy the Capitol, not Prim. I think President Coin was the one who intended Prim to be there and then destroyed her on the spot, maybe when Gale's and Beetee's bombs were blowing up. So even though I like Katniss/Peeta, we all know that Gale liked Katniss, and not just Katniss, but also her family, so आप can figure out that he didn't do it; in least not on purpose.

the capitol had nothing 2 do with it, only on the fact that the rebels took a capitol plane या whatever u call em and Coin made sure Prim was there. (to hurt katniss)

He did indirectly. He made bombs for the warships, but Coin planned for Prim to be there. Gale is innocent in the respect that he thought he was designing bombs to hurt the Capitol. Why the (censored) would he hurt Prim? Not only did he प्यार Katniss (I'm team Gale), but her family too!
OF COURSE NOT! Gale loved prim and he loved Katniss. If he did it on purpose, Katniss would hate him forever. He'd never do such a thing. It was an accident. He really didn't mean it, and that's all :D
He didn't kill Prim on purpose, but the bigger issue is he would have willingly killed someone else's. Gale became a monster when he was willing to kill children in order to kill their parents as well.

So did everyone in the rebellion! Peeta would have died if th others hadn't fought, killed, and died for him. Without Gale, Peeta would be a dead man!
That's not true. Katniss was disgusted with him when she heard what he was planning. आप think she got shot trying to kill all her enemies? आप पार करना, क्रॉस a line when you're willing to kill innocent children. Peeta would have rather been dead than be saved at the cost of one person.
Gale hadn't meant to blow her up with the bombs on purpose! I think that he just blew them up at the wrong place/time where prim was and accidently killed her. I still dislike him for It because he killed the main characters sister but I don't think he did it on purpose.
