I think Angel's ego starts a lot of them. Spike may be the one to actually start the arguments, but the source of them is often something vain that Angel says.

I think Angel is like a field of landmines that Spike loves to step on. So much gets Angel to snap that it's often just a smirk but Spike knows what he is doing. Spike is the emotional being and I think he loves seeing aloof Angel become passionate about something

This was a hard one to answer because they contribute equally to their stupid little arguments. Overall, though, I think I'd have to say Angel. In the few times that one actually opened up to the other, it's nearly always Angel who ruins it. Like, yes, Spike doesn't help at all. But Angel just.. doesn't like him, LOL. Spike walks in a room and Angel's immediately on the offensive, ready to be a bitch. I think if he would play nice for once and not react to Spike's teasing, they might actually get along for a while. Spike just seems to get under his skin though, I guess.
