Yes, but they only overlap because of free will.

If someone fender-benders the back of your car and it is their 'fault' entirely, it is still partially your 'fault' (that it happened to you) because you went out in your car that day, decided to go through the yellow light because you had time, took an alternate route, etc.

I'm not sure if it's just the wording or not, but I can't even fathom, "Things are caused, but they are also free." Could someone elaborate?

We're ruled, everywhere, by forces, by powers, human and not. No will :/ If we had power we could control life death events etc..Even suicide is not a real choice.
