Here's some stuff I remembered seeing:
Sorry Harley Quinn fans, it looks like the character will not be appearing on 
 after all. By its very nature as a Batman prequel, the FOX drama has introduced audiences to evolving versions of multiple notable future foes of the Caped Crusader, including The Riddler, The Penguin, Catwoman, Mr. Freeze, and Poison Ivy. Jerome is also likely the future Joker, despite producers’ continuing refusal to confirm that theory as fact. Even Solomon Grundy was confirmed as being present via a reveal late in season 3.

Alas, season 3 has long-since ended, and not even a cameo appearance by Harley was offered up as part of the episode. During tonight’s San Diego Comic-Con 2017 festivities, however, the subject of Harley Quinn joining
eclectic cast of characters was once again broached – and producer John Stephens responded with an answer sure to shock and annoy many hardcore devotees of Mr. J’s main squeeze. Here’s what he had to say:
“It was my fault. I had thought I had said and I might have not said it: We’ll see a Harley Quinn-esque character. Because in our mind Barbara was taking on a lot of the ethos and spirit of Harley Quinn, you know, her love of anarchy and violence. All those things that make Harley, Harley in many ways, we were trying to put into Barbara. So I thought that she was becoming a Harley Quinn-esque character. But we’re never going to see Harley Quinn. Sorry about that.”
Well, that’s disappointing. It would appear that all the previous teases – including the aforementioned one by Mazouz – were based on one big misunderstanding, at least based on what Stephens had to say. While many had assumed that Barbara was the most logical candidate to turn into Harley, it seems that she’s already gotten as close to the character as she’s ever likely to get.
season 4 is still set to kick Bruce Wayne’s transformation into Batman into high gear. He may still seem a bit young for the cape and cowl, but hey, who knows how many more seasons
will get? If the series is gonna go full Batman, it’s likely soon or never.

I'm torn between being a little bit disappointed and being relieved it's not Lee or Barbara.

Maybe I'm paranoid, but don't I believe this... there was a lot of publicity about it, with actors and I think writers who specifically stated that Harley would appear in at the end of season 3 or the beginning of season 4. link was fairly clear, despite what he is saying now. If the wires were so crossed about this, why did no one clear it up? Why did they continue to promote the idea?

I have 2 conspiracy theories:
1. I'm thinking they chickened out of making Babs a full-on Harley figure, or are still experimenting with it for season 4 without having to commit to it and then get slammed when/if people don't like their interpretation. Given how far removed Barbara's (or Lee's) storyline is from any form of Harley's, they were always going to be fighting an uphill battle with doing a Harley character well.
2. They wrote the stuff so badly we missed it. Stephens' explanation here is that Babs is similar to Harley and has been Harley-like things through season 3 because of "her love of anarchy and violence". Firstly, that is a gross misunderstanding of Harley Quinn as a character and possibly even more so of Barbara as a character (she wants to rule Gotham... she is not an anarchist...). Secondly, that is kinda a ridiculous thing to say about a Gotham resident, as they are all pretty violent and are all pretty interested in disruptive politics. So I'm thinking they maybe felt like they were writing this clear Babs-Harley transition, but then realised we were all sitting around still wondering who Harley was going to be after every episode. So their insertion of (what they believed to be) "Harley-esque" behaviours was so unconvincing that the audience missed the "Harley-ness" and that backed the Gotham writers/producers into a corner, where they have now said that the fans "misunderstood" rather than the makers of the show fucked up.

It is entirely possible I have been over-thinking this...
