Help! Please!

So I was certain this boy wanted to किस cuz he held my hands and got really close to me and looked into my eyes. But as soon as tried to किस him he moved away and said
"Wooo! What are आप doing?!"
I कहा "You were about to किस me right?"
He कहा "No" keeps flirting with me everytime I see him so I know he really likes me and wants to be और than फ्रेंड्स with me. Why wouldn't he किस me?
Now I feel completely stupid and embarrassed and a little hurt.
