Tbh I think he's kind of a wuss.

My order is:

1. Iroh
2. Azula
3. Zuko
4. Jeong Jeong
5. Ozai
6. Mako
7. Zhao

I put her third.

I would switch his and Ozai's positions.

Iroh is the most powerful imo.

Jeong Jeong is more powerful than him.

Iroh is probably technically the most skilled but that doesn't make him the most powerful. While I don't think any of them could beat Iroh in a fight, I think that would be due to his skills in outwitting and outmatching his opponent rather than any innate pure power. That goes to Azula, most likely. Azula is still young and wields incredible power, I imagine at her father's age with the whatever day of sun it was she would have incredible power, but not be able to use it properly due to her temper and instability. Just as Ozai's pride got in the way. Iroh has the best capabilities, but I'm not sure he's got the greatest power.
