Can आप criticize something even though आप have no area of expertise in the profession?

For example: if आप say someone is bad at गाना even though आप can't sing yourself. Can आप still criticize that person?

It would be wrong if आप were to criticize the methods.

If आप were to say आप don't like they way a singer sings because of how they were taught, despite never having taken a single lesson in your life, that would be considered ignorance.
To say आप don't like the way they sing is just a superficial preference, which everyone has the right to express.
