Dumbest but also most lovable villian: Edgar from Men In Black (or are the good guys dumb?) he kills a guy, steals his skin as if being rotting isn't noticable enough he decides to drive a extermination truck, he walks funny and he talks in a way that attracts attention but he's played द्वारा my प्रिय actor (that's to explain why I consider him the most lovable villian)
