Telephonies vs. Meet the Beat-Alls

Well, neither group really had a leader. In "Telephonies", Him was just the one to suggest complaining and the one to actually call town hall, discovering the Gangreen Gang was behind bothering the villains. He was placed between the others at the end because they were posing like the Powerpuffs, and Him and Blossom are both red.

If they had a leader, Him should've still been it, though, because he's the "king of all evil"; he's a master planner who doesn't just lose his temper and unleash robots every day. Note also that Mojo called Him "sir", meaning Him has respect even amongst other villains. But then they also weren't even a real group. Just three villains cracking down on some pesky kids at the climax of one episode.

As for "Meet the Beat-Alls", PRINCESS actually makes the best case for leadership, as Him and Mojo actually agree on her money being the best power, but then when all FOUR villains crush the Powerpuffs, Princess also comes up with the merger idea.Him and Mojo just worked out the name. But there was still no actual leader.

Mojo got the most focus, yes, but that's because he was their John Lennon, the most famous Beatle who was also responsible for bringing in Yoko Ono. So Mojo needed the focus since John did so much, and he was the only villain who could easily and logically be provided a girlfriend. He wasn't in charge, he just ruined the group with Moko as yet another allusion to the real Beatles.

So, in summation, neither group had a leader, and the closest we got was Princess. There is no chain of command to consider in these episodes.
