On a normal, regular दिन the answer will always be Laxus. He's been noted many times to be a monster, is classed as one of the strongest in the Fairy Tail guild, behind probably only Gildarts, and he's been shown to be several times stronger than Natsu on numerous occasions.

The only reason Natsu may seem और powerful than Laxus sometimes is because he's the main character, he's a major link and he's able to whip out link as the plot demands.
