Elena's लॉस्ट a lot
As far as I know, Elena isn't a लोकप्रिय character. People criticize her for toying with the Salvatores, not being sure of what she wants, etc, etc... But put yourself in her position. She's लॉस्ट every parental figure she's ever had - five, to be exact. Three of them died to assure she wouldn't. The only family she has left is Jeremy. Everyone she knows is dying, not just the parental units. Caroline became a vampire. आप can see the theory of Elena blaming herself. Everyone's willing to die to keep her safe.
She toys with the boys (couldn't resist rhyming there) so she doesn't lose either of them. They both decided to leave town if she chose the other - which means she can't have both forever, obviously. But she doesn't want to lose either of them quite yet. She's लॉस्ट so many people, despite her telling Jeremy that he was the one who had लॉस्ट so much. Sure, he's लॉस्ट two girls he loved. But she knows she's going to lose the two guys she loves, because she knows she doesn't want to be a vampire and, therefore, cannot stay with either of them for that long.
She knows that as well as the choice of who she wants to be with, there's also the सवाल of who's better for her. Rose put that nicely although, in my opinion, she had no business to snoop through Elena's प्यार life and tell all to her little brother. Elena cannot decide who's better for her. Either that, या she knows and she just doesn't like the answer.
What's preventing Elena from admitting to her feelings for Damon?
In my opinion, bias aside, Elena will always प्यार Damon. She's loved Damon for a long time, though I couldn't say exactly when it all began. She fought these feelings and ignored them so well she didn't actually realise they were there to begin with. But what else could she do? She could not admit to them because everyone knows she's Stefan's girl. Even Delena shippers have to realise that although she may be better with Damon, और in प्यार with Damon, whatever (most of which the Stelena shippers will disagree with), she was Stefan's first. And if she moved straight onto Damon the moment Stefan's back was turned, it wouldn't look very good for her. Dating one guy, spending months searching for him, insisting your undying प्यार for him over and over and then getting him back... only to हटाइए onto his brother. Well, like I said, it wouldn't do much for her reputation.
What will Elena think when she regains her memory?
Everyone knows Damon's compelled Elena at least twice. Once, before the series had even kicked off, he told her she wanted a passion to consume her (only for her to confess to Matt that Damon consumed her) before compelling her to forget meeting him. Then, the famous season two scene that's hard for even Stelena प्रशंसकों to forget. The whole "I प्यार you... I can't be selfish with you... I don't deserve you..." kicks आप right in the gut. Its such a heartfelt moment from Damon, compared to when he tried to compel her to किस him in season one. And that one tear is enough to kill just about anybody. He cried one tear when Rose died. He cried one tear when Elena had to forget he loved her. It was this moment when us viewers were like, "OH MY GOD! HE'S ACTUALLY GIVING HER UP!" Because he was. I think the whole romance thing with Rose, the whole he cares about her thing, was to give him and Elena some time to just be... friends. Suggested द्वारा her hugging him once he had to kill the only girl he's actually cared about except Katherine या Elena. A friendship hug. In my opinion, the Damon-and-Rose fling (which albeit lasted several episodes) was to दिखाना that he really did intend on giving Elena up for the sake of her own happiness. Only when he confided to Andie did we realise he wasn't giving her up because he wanted to - he was doing it because he believed he didn't stand a chance. And, in truth, he wasn't giving her up at all. He wasn't giving up on her, either.
But then there's the thought - what if Damon's intentions were not justified? What if he knew she would remember some day? Maybe he assumed she would one दिन become a vampire and thus remember this confession. Maybe he thought it would help his case. But then, most Delena shippers won't consider that - so I'm not gonna linger on it.

Both sets of tears were very different. Damon let one escape when she had to forget his प्यार for her - I've already talked about that, so I won't reprise everything I कहा then.
Stefan and Elena's connection runs deep. She knew, when Jenna stabbed herself, that Katherine was not going to stop. She thought it was because she was with Stefan. She thought it would be over if they were over. Stefan knew she was thinking this which is why he was close to tears when she found him. She built up to it, slow and steady, and he started crying as she carried on. He was a wreck compared to her. She was broken, but she had her reasons. She was letting him go for her family because through everything, her family must come before her own happiness. Otherwise, its just not right. He basically begs her not to do this, but she does anyway - in her mind, there's no other option. The most heartbreaking part? They were actually happy at the beginning of that episode. Katherine ruins a hell of a lot, doesn't she?
Then Damon's hurting for indirectly making Elena hurt. Its so heartbreaking to see both boys almost break down over her in one scene. Especially considering they've both had their moments of claiming to not caring about her. And here, well, its pretty clear that that is not the case.
