Were the mutts actually made from the dead tributes?

No, in the सेकंड book it explains that they were just an illusion. But, yes. That would be horrible otherwise DX

I think maybe they took some DNA from the tributes pre-Games, and used that to develop the mutts for the psychological effect this'd have. I don't think they actually cut out the dead tributes' eyes and placed them in the mutts though. For one reason, I don't think that'd work in enabling the mutts to see. Also, the dead bodies are shipped back to the families for funerals, and someone would notice the mutilation.

In the other पुस्तकें they explain that the भेड़िया were not the dead tributes, but were made to look like them to scare the remaining tributes.

yes i think they were cause the game makers and the capitol are such horrid people so they would do that and not feel anything all! but yes i also agree that it is horridly terrible!

Well I for sure think that the gamemakers are capable of that but I think that is just what they want to tributes to think. That the mutts were made of the dead tributes.

yes because there was the districts numbers on there collars and same eyes and they were right where the dead tributies

I think that the mutts were made from the dead tributes because in the book it says they had a district number written on the collar, the eyes were the same.

In the book katniss realized that the eyes resembled dead tributes,(rue.) but I think that would be too morbid
