I tend to say the reason why I hate कहा person instead. The word Hate doesn't really mean much of anything these days unless आप support it.

...So, continuing, I think it's strong when it's used out of context, and that is 99% of its use, sadly.

It's both 2 stong and too strong. That's why आप rarely hear someone actually say "I hate you" out loud.

It depends on the situation and whom you're talking to, but most of the people will feel offended if you'll tell them आप hate them.
Some people, like me, aren't offended द्वारा the word 'Hate', but then again it depends...
