He told brooke he didn't even have feelings for her back then much less love (309 - "I didn't have feelings for you then." - Luke). He was in love with her for part of season 2, the whole of season 3 and the first like 3 episodes of season 4. I won't say who he loved more, Brooke in the seasons they were together, or Peyton when they were together, because they are basically incomparable. I can say though was that Lucas, in terms of feelings, were loyal to both these women. Now season 1 is quite a different story. I firmly believe that in this season, Lucas had FEELINGS for Peyton, but I can't really go as far as love. Now comparing this to the other seasons, then I can truly say that when Lucas said that he loved Brooke, he loved her and her alone. No Peyton in the picture.
