Weird as Kumadori is, Fukuro was still weirder - I mean what is up with the zipper mouth???

No, they actually say that he was given that zipper because he has such a big mouth and he can't keep a secret, and when you're part of a top secret group of assassins, keeping secrets is a necessity. I forget who says it but one of the other CP9 members says to him "What is that zipper even for!?" When he finds out that it was Fukuro's fault that they had to kill 20 more people than they were supposed to because they had "somehow" found out about their assassination of just two people. So that zipper was given to him by either the Government or the CP9. It's not part of a Devil Fruit or anything.

Haha, okay then. I should have paid more attention during that Arc. Lol. That's pretty interesting. I did noticed that Fukuro couldn't help giving away the secret of the keys and basically everything about them, down to him even admitting that he had a key that could be useful.

he has one big bag of mental issues...or several smaller bags...
