Well...both really. But I don't understand why she would keep Gold from love. After all, love is weakness, according to her. I feel like Belle knows, and she has no idea they're in Storybrooke.

I think both.

The whole point of Regina casting the spell was to stop people from being happy. And, obviously, with Bella not in his life, Mr. Gold is certainly not happy.

Then there's the whole "would true love's kiss break the spell?" controversy.

I actually think both. I think that Belle remembers. I think that since Rumple created the curse and all, he might have made it so that both he and Belle would retain their memories. He has an inkling that the Queen was lying about Belle's fate. So, he figures that if she is alive, it would be pretty easy to find her again in Storybrook. So he has her retain her memories so they wouldn't have to start over. However, once they got to Storybrook, Mr. Gold probably searched high and low for her, but to no avail. He had no idea that she was being kept in a top secret floor of the hospital. He now believes that Regina was telling the truth about Belle.

On Regina's side, she wants to keep Belle locked up secretly so she can use her against Mr. Gold when the time comes. Seeing as Mr. Gold and Regina are out in the open now, the time might come sooner than we expect.

So that's my theory about Belle's Storybrook story.

I would love it if the other one was true too.
