Find of like how Regina was in season 2. Definitely don't expect her to reform so soon because that would be unrealistic. Zanny, was it this frustrating having to wait for Regina to reform, even with enjoying her as a great and complex villain/anti-hero? Like sister, like sister! Boy that was weird to say lol.

Yes. It was. However at this point I'm more inclined to say she's a sympathetic antagonist. Regina made it clear that she wanted to change because of her child. Zelena wants to bring her child into the darkness. I don't think there's no hope, but at this point I don't think I can consider her to be an anti-hero. She's still enjoyable no less.

She doesn't seem as bad as the other seasons. She simply just hates everyone because of how they treat her. Strangely I find her less annoying this season

She had many chances to not antagonize yet she chose to anyways, proactively and consistently.

I'm sorry, in what universe is she an anti-hero? That's someone who's inherently good but goes about it in sometimes questionable measures, so someone like Regina or Hook. Zelena is heartless through and through, and is always causing problems for the good guys. If anything, the whole mess is her fault as she's the one who made Hook realise he was the Dark One.
