However I do think (and hope) it's Neal. After all, he did come back for her. And he is Henry's dad.

No ,even though I prefer Graham/Emma ,I belive Neal is her true love .

I believe Hook is her true love. Hook came back for her. Even though he knew he was going to be a stranger in her eyes and even though he knew nothing about New York, he found her. And the look on his face when he saw her said everything. Unfortunately, Hook didn't get the memo about TLK not working on memory loss. lol. But that aside, in my eyes, they have a tremendous amount of chemistry and I think the writers and the actors can see it. The writers are merely building on what's already there. Emma inspires Hook to be the better man they both know he can be and I believe Hook can change Emma for the better too. She needs someone like Hook. Their relationship provides the greatest potential for amazing character growth.
I wish it was Graham though :)
Personally I hope Emma's true love would be Regina but that is just a personal opinion and I'm saying no more about that because this is not a ships question, and as I just said we still don't know who's Emma's true love

In Hook's flashback episodes, we saw significant interactions with him and Emma. The CS kiss also took place in one such episode.
In spite of Pan's attempts, as soon as Hook found out Neal was alive, he wasted no time in telling the Charmings. He could have kept it to himself, but he didn't. And he knew that as soon as Emma found out Neal was alive, he was effectively letting his chances of being with her go.
He was the first one in the Echo Caves to spill his 'secret' even though he knew he had absolutely nothing to gain by doing so. He stood there, in front of Emma, and her parents and he did it knowing that in the next few minutes, he would have to watch as Emma was reunited with the man who meant so much to her. He forfeited his chances of being with the woman he loved, so she could be with the man he thought *she* loved. True love is defined in OUAT to be noble, pure, and putting the one you love first, even if it's not what you would choose yourself. Even if it breaks your heart. You might argue that Neal putting Emma in jail comes under that description, but it's not the same thing. Putting Emma in jail caused huge emotional and psychological consequences that altered the course of her adult life - and not for the better. Hook loves Emma the way Charming loves Snow. He wants to do what's best for her. Not abandoning her for the sake of the greater good. Not putting her in prison to teach her a lesson or doing something that will hurt her in order to break a curse, but by loving her and honoring her in a way that I don't think she's ever been loved and honored before.
In 'Dark Hollow', when they are attacked by the shadows, when Hook is grabbed and pinned to a tree, Emma screams "HOOK". When Neal is grabbed a moment after, there's just silence. And Hook is pinioned to the tree in front of her where she can see him, whereas Neal is held behind her, where she can't see him unless she turns around. I think that's symbolic of her future (Hook), and her past (Neal). Also, because Neal is out of view, she can't see what the shadow is doing to him the way she can with Hook. I think that played a big part in her succeeding to light the candle with magic. When Rumple said to her "Conjuring magic is not an intellectual endeavour. It's emotion. You must ask yourself 'why am I doing this? Who am I protecting?' Feel it." There's a lot of things going on in that scene, they were all in danger, but because of where he was positioned, Hook was that visual and emotional trigger that enables Emma to use her magic. It was subtle, but very meaningful as to what she felt for him, in my view.
Emma and Neal have not shared a notable scene together (meaning, a big, emotional, powerful or telling one) since they were reunited. Neal has not made any effort to try and prove himself to Emma. He didn't even give her any space so she can figure out what she wants. As soon as they were back in Storybrooke, he asks her out on a date. Maybe Neal thinks Emma is good for him. But maybe he's not good for her. Has he even thought of what Emma would be putting on the line emotionally, by resuming a romance with him? He was engaged to Tamara, even though he obviously still had feelings for/was in love with Emma. Shouldn't they talk about that, and where Neal stands and how Emma feels about him and Hook BEFORE he asks her out??
The Hook/Charming friendship. Bromance. Whatever you call it. Isn't it significant that the writers have bothered to establish one when they could have been sowing the seeds for a Charming/Neal friendship instead? Doesn't that make way more sense if Neal IS in fact, Emma's true love? How come there has not been a scene when Charming gives Neal some fatherly advice regarding winning Emma's heart? Like, "Be her friend, but go slow. Don't push her too hard, or you risk pushing her away." That could easily have been done. Charming has encouraged Emma and Neal's relationship, yes. But has he ever tried to get to know Neal? Had a meaningful conversation with him? Asked him where he stands regarding his daughter?
About the 'kiss that didn't work'...true love's kiss can break any curse, but it doesn't bring memories back. In S1, when Charming tried to make Snow remember him by kissing her, she knocked him out. The same thing happened with Rumbelle. The fact that Hook's kiss didn't work on Emma is not an indicator that they are not true loves.
If Hook and Emma's relationship and interaction had not been written the way it has, and if the writers had not brought Hook into the Emma/Neal equation at all, then I would not be saying all this.
It's also very Charming-like.
OR - sometime during his relationship with Tamara, Neal realises he's never moved on from Emma. So he breaks off their engagement, and heads to Storybrooke to get her back.
If Neal had tried harder to be with Emma and fought to be with her, even if he'd been scared she'd reject him, then I could believe him to be more worthy of her. But he just never tries.
