I don't think he's arrogant, he may not be as strong as sasuke but the reason sasuke left is because when he saw नारूटो fighting it made him want to become stronger. And regarding the headband: not having a head band only means he's not allied with any village या never officially became a ninja having a slashed headband makes आप a missing nin (a ninja that abandoned their village).
