I think he wasn't ruthless enough. He knew Light was kira the whole time. If I was him, when him and Light were on the roof in the rain, I would've shoved Light off the roof and told everyone he slipped and fell lol.

If I was in L's problem, I would've acted the same way. I can understand that L really did think that Light and Misa were Kira. And he was right, but he was just too late.

Compared to what I've read about police interrogation...I say he went easy on them. ಠ_ಠ
Also, he was already convinced that Light and Misa were Kira. It wasn't like he was interrogating someone who he thought could be innocent. He was sure of his claims and was desperate for evidence.
