Lupin being a werewolf wouldn't constitute him being an animagus. Turning into a werewolf isn't in his control. It's completely different.

Lupin is no bloody animagus! Haven't you payed attention to Snape? Or at least to Hermione? You don't choose to become a werewolf, yet it's optional to learn to be an animagus. And once you were bitten the transformation into a wolf is also a must, however, an animagus can decide when s/he wants to turn into a see sponge for example.
