Frollo is racist towards the gypsies even though he has been involved with them for a long time, and therefore has had the opportunity to get to know them and reform his views. Ratcliffe is racist simply because of his beliefs which come from his society, and he hasn't had enough experience with the Native Americans to change those views.

So while both are racist, I think Frollo is worse.
