	princesslullaby said: This is tough. Shan yu has a much higher murder count (that we know of), but only wants to prove his strength to the emperor out of spite. Jafar truly wants to take over the world, his plans for evil are at a grander scale. He's also more clever and sneaker and extremely manipulative.
