it's like I said in the evil villain countdown, he was pretty evil at first because he wanted more power to beat his brothers and take over the whole kingdom but after becoming full bear he wasn't in control anymore. He showed some remorse after he died

If we were talking about Mor'Du pre-movie, when he topples his whole kingdom and murders his brothers, then yeah, he's pretty evil. But, in Brave, he's just kind of a violent bear and doesn't have any evil plans. He's more of a lesson for Merida.

same as PL... He has a change of heart (when his soul was trapped in bear form), and after freeing he realizes his mistake. That's why his evilness quotient drops down. HE's not evil from his core. He was swayed by lust for more power.
