It was the same actress. I'm pretty sure she was a demon by then, so maybe she was there on a mission. Vengance demons pose as people to do their job so I always assumed she was there for work. The way she gave William the brush off was quite cold and demony, probably coz he was just getting in the way of her work as a vengance demon.

In Older and Far Away Hallie pops up and she and Spike look at eachother and she says 'William?' which I believe was Joss' way of putting the final nail in the coffin of that question.

As far as when Cecily became a demon I've read it all. In the novel These Our Actors (one of the best 'offical' Buffy novels) Cecily is killed so that writes her off (published before season seven) but the world of fanfiction makes much more sense given what we know. I've seen fics in which Candrani's idea is used, and it works to great effect, as well as ones where she is not turned (or do I just say changed?) for years after that. I tend to go with the later because as a Vegence Demon Halfrek wasn't against men or any other thing in particular that would lead to her being so bitchy to Williiam and I also believe taht William was in love with Cecily for a good deal of time, I want to say a few years, before that night we get to see - a vegence demon doesn't stick around that much.

I have a theory in my mind that Cecily eventually gets married and has children who are harmed in some way and then she goes to enact vegence for them, thus leading her to become a sort of vegence demon for children as we see in FaA.

Opps, Okay, well, if you want to be cannony there are two examples that I now remember.

1. The above mentioned theory in These our Actors in which Cecily is killed - it's never said that she is 'dead' but sort of implied (If I remember correctly), so if we say she lived she wasn't a vegence demon until after the poetry night.

2. In the comic PTB Spike, Cecily has come to the party to enact vegence against the party goers. I don't remember the specifics. My issue with this is that it goes against my theory of her having to have been around.

Okay, I'm confused. I'm sure she is the same person, I'm just not 100% clear on the time of her 'calling' as the canon's condradict one another.

I have something else to contradict your theory arabella, we see halfrek as a demon before spike was sired in the flashbacks in selfless don't we? and she acts like a very old demon with anya in those

I honestly think she probably was a demon when william knew her and she was simply harsh to him because he was beneath her in her eyes because he was a human, remeber vengence demons can teleport anywhere and when anya was one again in season seven she still stayed in one place and she still stayed in sunny dale, my own personal pet theory about halfrek is that something happened to her as a child that made her a vengence demon against parents or carers

well like i said demon's can tele port and anya or anyanka stayed in the same place in season 7 and transported out maybe cecily did

but how do we know that william saw cecily for a long time it might have only been a week while she was working on getting a child to say "i wish" i mean we all know how easily he falls in to love

That would all lead me to believe that the comic 'Spike' has the correct information while These our Actors is off.

She called him William and was surprised to see him as a vampire and he was embarrassed she was there. It was obvious.

Was this later confirmed?

I always assumed that she was already Halfrek at the time, posing at a human in order to get close to some child who had a potential vengeance wish, a bit like how Anya originally approached Cordy. She rejected William so coldly because he wasn't part of her plan and was just getting in her way.
