Who tells the Waterbenders and earthbenders there the avatar?

So आप know when there's an अवतार discovered, there are the people to tell them that there the avatar. (i know kinda confusing) like if the अवतार is a firebender then they have the आग sages to tell them, या if the अवतार is an airender then they have the monks to tell them...........right? so then what about waterbenders and earthbenders? yeah it kinda is confusing i know...hehe :)
