Is bending something आप can learn या something आप have to inherit?

I was wondering about this because neither Katara's nor Toph's parents were benders so where did they get their ability to bend? Is anyone just able learn how to bend? If that was true, it would be fruitless for the आग Nation to hunt benders, because once they left, और people could just learn to bend. Also, it would mean a bender could learn how to bend और than one element. So then is bending an ability आप just randomly get?

I believe it can be tout द्वारा the original benders themselves. Dragons, Bisons, Bagger moles and the Moon Spirit. I don`t understand how all Air nomads were Air benders it is a confusing topic.
