Annie, both in terms of shifting power and character.
Her character piques my interest, although the lack of explanations drives me insane.
And her shifting skills are the best, ignited bezerker Eren couldn't keep her pinned down, if her goal was to kill him and she had no interference then Annie would win no doubt.

I adore all five of the Titan shifters, but Ymir would have to be my favorite. Her character is a gem.
